The sump is easy, just use a small aquarium or rubbermaid container. I would recommend that you purchase a skimmer rather than go the DIY route. I carefully researched DIY skimmers and determined that the cost of the materials would exceed the price of a new one.

That is not accurate at all. I make DIY skimmers and calcium reactors, and the cost is WAY below what you pay retail or on the internet.

I know I have made a small DIY skimmer for $44.00 not including pump. The most elaborate skimmer I have made so far cost me just over $120.00...dual venturi with 24" acrylic riser 6" diameter. Don't waste your money on cell cast acrylic...get the extruded. It's not as pretty but works the same. Also I recommend getting 1/4" thick acrylic and Weld-on 4 or 16 work well for gluing pieces together.

what would be a good size for a 90 gallon tank. I know nothing about protein skimmers so any help would be great.

If you take the $44 small DIY skimmer, add on a $50 pump, your up to about $100. This assumes that you have all of the tools you need to complete the job. This also assumes that you don't make any mistakes in the construction process. Think about this, what happens if you are not happy with the performance of the skimmer when you get done??
Do yourself a favor, consider a Berlin Turbo for about $180 including pump. For an extra $80, you will save a lot of grief.
