I have a 20 gal QT tank and it has two hang on filters with built in protien skimmer would I still need a power head to move the water or is the two filters enough? I have my cowfish in it and that is alot of water movement for him it pushes him all over the tank
Well, since a powerhead's main function is water movement and your cowfish is already getting pushed around, I don't see the need to put one in there. That's just my opinion though.

I do not think you will need one in a 20 gal. qt tank. You can tell by the g.p.h. turn over on the skimmer and the filter system. sound like you are ok. Tak
