As long as you have another form of mechanical filtration, a power filter or a canister filter etc. then you do not need a protien skimmer. If however you are trying to get on without a filter by using a ton of live rock then yes you do need a skimmer. It is essential in removing the larger concentrations of the broken down waste that the live rock has already worked on or can not process.
If you save up and buy one when you can, even though you might not need to, it will help alleviate much of the stress of overcrowding and over feeding, keeping your fish more healthy. So required, no, but suggested, sure.

it all depends on what type of fish you will have and if you want corals. most fish do ok in some nitrates, but youll have to do more frequent water changes. if you are going to have any more delicate fish or corals you should really get a skimmer. this also depends on what type of filtration you are using. a lot of filtrations help in producing more nitrates. like a canister filter or a wet-dry filter will make you have more nitrates. i use a wet-dry, so i bought a prizm skimmer. its a great skimmer at a good price, you could look into it.

No skimmer is needed, but IMO, it wouldn't hurt to get one. It would just make your water quality better. :D
