Do UV Sterilizers really help?

Do UVs only help with floating parasites in the water column or can they also help with parasites that are already being hosted by fish?
I am in an argument with someone and I would like to get my info straight here.

If UV's help with anything [and I think they do in a limited capacity, though I think Terry will say no] it is only with parasites in the water. UV only effects what it comes in contact with [water not fish].

Hi Rye,
Yes I did some reading on these a while back, they are only useful against free floating parasites. Wont touch the parasites actually on the fish.
