do you think i could fit 4 fish in a 20G qt tank

the 4 fish consist of a blenny(2 1/2 inches),bandit angel(1 1/2 inch), 2 wrasses (2 inches)

Well, that is a lot of fish for a small tank. I'm assuming you have to treat them?

The general rule of thumb is 1inch of fish per gallon of water.
Another thing to remember is the fishes max. size.
