A pH of 7 is neutral. What pH means is the amount of hydronium ions available in the water. When adding a salt, the chemical composition of the water changes and the pH increases due to the lack of hydronium ions in seawater. So, no. Its not necessary to buffer pH before mixing salt.
If after you mix the pH is low, aerate it to be sure its not still trying to reach equilibrium.
If your adding a pH buffer, what you are doing is increasing alkalinity - which is the measurement of the resistance to the change in pH. Increasing alkalinity to increase pH is an exercise in futility because they are related but not the same.
