does it matter what height my skimmer is?

I have a excalibur skimmer i just bought and it wont stop running wet i guess you could say. all it does is fill the collection cup up with water.
Ive tried adjusting it and what not. nothing.
one thing i did find that worked was putting it in another tank i had that had a much lower water level, and it bubbled up an inch below the collection cup level.
in my sump about 75 percent was in water, int he other tank about 25% of the skimmer was in water... i dont get it.

yes a bunch I had to add a platform in my sump to get mine to the right hight. check manafacture Specs for you skimmer. My G3 was 7" to 10"

alright... see the last skimmer i had was a recirculating skimmer so i didnt have this problem.
i was scratching my head on this one.

Definitely matters a ton like Mechanic mentioned. Just think about it in terms of yourself. Like whenever you've walked into a lake/river/ocean, the pressure on your feet gets less and less, the further down you get in the water. For skimmers, the more the skimmer is submerged, the easier it is for it to pump the body full of water, and thus, little room for the bubbles, so it skims really wet.

I just raise or lower the black pipe on the side and the bubbles adjust accordingly.... Is this not what we are talking about here?
