Dragon Wrasse/Tusk Wrasse - Same species?

Ok since there are about fifteen different names for many genus and species of fish/inverts...
Is this the same species (Dragon Wrasse and Tusk Wrasse)?

no a dragon wrasse is a brown fish with horns when young.. a tusk or harlequin tusk is orange and white with imposing looking teeth

That would be correct except for the fact that dragon wrasses have colorations from brown to green with every shape between.
Also the adults look a lot different then a younger one.
