DROPSY?!

I have a golden puffer who I believe has dropsy. I need to know if anyone has experienced this problem, and how they handled it, and what I can do to save this fish. I know that I have to do something extremely quickly, and according to the book it is most likely fatal. If anyone has any advice, it would be greatly appreciated.

Puffers name (Tonga); by far my most favorite fish, I would do anything to save him!! He does have trouble balancing in the water; so drop the salinity to what, and how fast? I dont want to send him into shock. He has extreme labored breathing, and stays over the bubbler. He is in a sick tank, however the LFS told me to treat with Furan2 as a lot of fish were building up immunities to Maracyn2. Symptoms appeared Wed. afternoon, and he was put into the sick tank Wed. night; does not as of right now Thurs. afternoon seem any worse. Should I try double dosing with the Furan2.
