Can u have a dsb in a fo or aggressive tank without sand stirring inverts? if not what inverts/fish would be needed to sift sand?

As long as you don't have diggers (like most triggers) you'll be fine. You don't want sand sifters with a DSB as they are looking for critters to eat. What you want is lots and lots of worms and pods. They will keep the sand bed clean and working.

what if your fish eat worms and pods...therefore you have few?

THen you won't have a very viable DSB and it probably isn't the best filtration for you.
