No, too small. That's not very much swimming room, so it would be more like a jail than anything. Even if it's by itself, it doesn't make those tank walls any further apart.

25 is too small even if its not a particularly mobile fish or big for that matter. If I were you ,go at least 40+ with some LR for him to perch and hang from.
