Eclipse 5 Gallon salt tank help

Hey guys,
A few days ago the power went out and now when i plug in the overflow stuff it will bubble in the protein skimmer, but it won't pump the water in the over flow back out??
Any ideas?

DO YOU HAVE A PROTEIN SKIMMER ON THIS TANK?
OR DO YOU MEAN THE FILTER THAT COMES WITH THE
ECLIPSE TANK...?
