Eclipse Cartridge

I have the eclipse system 12 and I was wondering if the water should be flowing over the whole cartridge? My water right now is only runing over about 1 inch of the cartridge.

my GF's old eclipse used to do soemthing similar. she used it for gold fish and it only went about half way across. and the filter needed to be replace like once a week. it wouldnt make it to the 2 week mark cuz it got way to dirty, cuz it wasnt working at full potential. hope that helps
