i jst got a snowflake he is beast like 5" long and his head is like the size of my finger nail

Eels need room to grow and stretch out, a super small snowflake or dwarf golden moray would work for a while but they would also likely escape. I wouldn't keep them with any fish in that limited of space. Please don't take one person's idiocracy as free reign to do whatever you want, keep the living animals needs in mind before a pretty thing for you to look at.

ok i wont keep him all his life...how long would it take him to get 15"????(is it fine if i keep him till 15"???)

Absolutely not. I don't find it "OKAY" to stunt a fish's growth to suit you. I am sorry if you don't agree. You could have only the eel in the tank, for awhile. If you want to keep other fish then don't get mad at the eel when he eats them or jumps.

Clowns, firefish, clown goby (actually, there's a ton of nano sized goby), royal gramma, jawfish...
IMO, you could fit 4 fish max in a 24g, maybe 5 if you do a really good, small set of fish, like 2 clowns, a firefish, royal gramma, and a clown goby.... but clowns get somewhat big, so that might be pushing it.... unless you add a nano sized skimmer.

You suggest what smaller fish you would like to keep. If you want help then we are here for you. If you plan to get fish that are too big, and will not live in your sized tank, then I don't know what to tell you besides to upgrade. Check out the nano boards for fish appropriate for your tank.
