it owuld depend on how agressive your eel is. Sorry, im not familiar with the green wolf eels. not of their behavior anyways. I have a snowflake eel, hes still small, maybe around a foot or so. But hes never had a problem with my clean up crew even though they are mainly crusteacean eaters. Other types of eels like green morays are fish eaters. But my snowflake never bothered anything. I only have hermits in there now though, im trying to avoid shrimp in that tank, mainly because of my puffer. I had a small orange crab who the eel had no problem with, but the puffer ate him. However, i do have a 40 breeder in which im upgrading my eel to relatively soon. At that time, hell be in with a coral banded shrimp. i think he will do okay though.
you best bet it to get hermits as a clean up crew instead of shrimps IMO.
