Eels and Triggerfish

Im bout otstart cycling my 125 gal tank and i was wondering if I could do like a a trigger tank with 2 eels in it. I know triggers pickon on other fish but would they pick on each other and the eels?

one trigger would be good and one of the eels be passive like a zebra eel would be good

I have a Picasso trigger and a snowflake eel. They get along fine. During feeding times they get somewhat aggressive with the silversides (tug-of-war)
