well just because it refuses to eat dosent make it blind does it have a infection?. Eels can go a long time with out feeding, i would try some squid they cant resist that stuff, and for that red algea it might be red slime a type of bacteria.

well before its to late you might want to treat the entire tank if you don't have a hospital tank already set up. use some salt water copper safe and see what happens. please keep us updated.

Hi:
No offense, but eels have the poorest vision of almost all fish. You have to bump food into their noses to get them to eat. My feeling is you need to read up on how to care for this creature, and that the eel is prolly fine. My zebra morays went for 12weeks w/o eating. I feed thise eels use a feding stick, try grocery store bought gulf shrimp w/ shell on, crab, scallops, squid.
Also you mention a nice carpet of cyanobacteria which mean you have suspect water quality. I wouldn't worry about th lighting (althou this can hellp) i would concern myself w/ doing more frquent water exchanges. Cleaning the system more frequently (since this appears to be your biofiltration-be careful not to wash the filterpads), and keep an eye on what your puttin into thtank
