Electrician help please.

I am not sure what NC C NO means. Also, for the input its has 240 120 and COM, I have no clue why its says 240 this is a 120v model. Anyone want to color code it for me? I am ashamed to post this as I actually have some electrical experience.

NC=Normally Closed
NO= Normally open
C=common
The relays will either open or close the connection depending on what you want to happen.
For the input, neutral (white) is com and the 120 input would be for the hot(black) leg.
What is that circuit board for?

Is the controller designed to operate regular tank heaters? I would guess that you wire the heater normally closed and when the desired temp is reached, the relay will open the heater and shut it off. Does the controller supply 120V to the heaters or does it just turn them on/off?
It looks like the 120V input shown on your pic has a green ground wire going into the circuit board.

It has 120v output. Also the wire you see is my wire that I will be using that wire is cut right under the board but you cant tell.
