Ensuring adequate biofiltration in a FO tank

I have a 29 gallon tank set up right now to QT the fish from my reef tank. I am thinking of setting it up as a FO tank when the treatment is over, since it has copper in it and I don't want to risk hurting any inverts. Since my previous experience is all reef-based, what sort of filtration is adequate for a 29 gallon FO tank? All it has now is a cheap mechanical filter. With no live rock, how will bio-filtration work? (for the QT I am changing water very often and adding Stability (some product that has nitrifying bacteria in it).
The research I've done ranges from: adequate biofiltration will eventually build up on decorations and rocks to get a wet/dry and a skimmer. I'd appreciate any input from people with knowledge/experience with this sort of tank.
I am thinking of getting a valentini puffer and maybe a maroon clown or some non-reef safe wrasse.

I think your tank is way too small for a wet/dry. I recommend that you simply add 20-30 lbs. of live rock and perhaps a skilter (a hang on power filter with a protien skimmer inside). I had a 20 gallon and that set-up worked just fine. Good luck and god speed.
