what equipment do I need for a ten gallon if all I will have is a little live rock, clown fish, damsel, and a anemone? Do I also have to have a skimmer?

First off I'd pick Clownfish OR Damsel (I'd choose clown and get rid of damsel).
If your willing to do weekly water changes a protien skimmer is not vital.
The anemone will require strong lighting like a 70W MH w/ PC/VHO actinics.
Live Rock and Live sand will be very beneficial too.
Water movement via powerhead or HOB filter will be an important addition as well.

a heater and fw drip ....
also research your lights throughly before you buy them then make sure you get a healthy anemone after your tank has been established for a long time - they don't do well in new tanks....

Yeah those too. (good catch over) :)
I've seen some info on 70W MH bulbs requireing a UV sheild (aka glass or something of the sort) to protect the tank from harmful UV rays. I'm still not positive on the validity of this but it's something to look into prior to setting up the tank.

It's not specific to 70W MH like I was thinking. It's for any
"double ended" HQI type bulb
which from my searching seems to be the only type of 70W MH bulb I can find.

If you are planning to get a anenome, don't plan on getting any other corals. i lost a couple of pieces do to an anenome that wouldn't stay put.
