if you only want to keep fish, then you dont need anything special for lights. its good to have live rock and live sand, because it helps with your filtration. a lot of people run regular hang on the back filters on tanks around or under 75 gallons. a protein skimmer is good to have for good water quality, but its not necessary. and you should have atleast one or two powerheads, to keep water moving around the tank. dont make your sand bed too big, under 4 inches or even smaller. having a bare bottom tank is another idea, it helps keep your tank clean. just an idea.

There are millions of different pieces of equipment. None of which are necessary in every case. For example you don't always need a skimmer, if you don't do reef. You don't always need powerheads, if you have a closed look system. you don't have to have a sump in every case. You don't even have to have lighting for some systems...say a nonphotosynthetic tank. Algae scrubbers aren't "necessary" and neither are mechanical filters. In MOST cases you need some sort of filtration, something for bacteria to culture on, and some form of lighting. If you add details on what you want we can give you a more accurate answer, but I have learned that when you help someone you never assume.
