Euro-Reef Problem?

I just purchased a new Euro-Reef protein skimmer (CS8-1). After starting it, it continues to overflow with very wet foam. It fills the cup with foam which turns to water. The cup is full of water in less than 2 minutes.
I followed the set up directions to the letter and it sits in 7" of water in the sump.
I have tried adjusting the outflow tube up & down, and even removed it, but nothing slows down the wet foam from overflowing the top.
This is the second day now and I can't seem to get the foam to stop at the top of the skimmer.
Any suggestions?

I have used silicone within the past week, when I built the sump, and I added AquaSafe to the new salt water used to fill the sump 2 days ago.
I just put some activated carbon in a Fluval 304 and turned in on.
I will remove the lift tube from the elbow.
Should I continue to let it run or shut it down for a few days?
