Euro-reef Skimmer question??

I just installed my new euro-reef skimmer. I have read the directions a hundred times and I just want to clarify. Should there be water in the top collection cup or just foam or both? Should the foam just be in the neck and not the cup?

top collection cup is just that, collection. That's where you will collect all of your nasty gunk. The bubbles will be in the large tube and will keep bubbling up the tube carrying solid waste particles from your tank, and eventually spill into the collection cup. So when you first set it up there should be nothing in your collection cup.
