Thats doubtful. Rapid breathing can mean lack of oxygen. Sw needs more current due to lower oxygen then fw. Surface agitation will help

Bump up the flow. Also if u have a top on ur tank take it off or open it up for better gas exchange.

Check your temperature as well... higher temps can can result in higher metabolism increasing the need for oxygen and at the same time reduce the dissolved oxygen levels in the tank resulting in higher respiration.

Yeah hopefully it's not sick/diseased. Typical quarantine period for marine fish is 30 days.. and if after 30 days you see no sign of sickness then you should be good to put in your main tank. If you're right around the 30 day mark and are seeing this then you may have a sick fish on your hands.

First thing to do is like Jay said... increase the circulation in the tank to see if it is an oxygen problem. If that's the issue then you will know pretty quickly and see an improvement in his behavior. The not active, not eating and high respiration sounds like a sick fish to me though.

If it's lethargic, then it's probably on it's way out. I hope the transfer to the quarantine tank isn't too stressful for it. I had a tomato clown that displayed the same symptoms, as well as three (over a long period of time) stocky anthias. They all stopped eating, and laid against the glass on the sand for several days... before they died. None of the other fish were affected. The clown was over 8 years old, so it probably died of a natural cause due to it's age. The anthias... I have no idea. It doesn't look good, but I hope everything works out okay for you.

Broad swings in pH or salinity can be devastating for tank inhabitants. If it's not one of those, then I'm at a loss.
