Well, I don't know what could be wrong with the clown that is lying in the sand, but I do know that sometimes my clown isn't that active and just hangs around in one spot.

I bought 2 TR percs a few weeks ago and the female did the same thing, hung around in a corner of my tank for about 2 weeks. Now she is active and acting normal as far as I can see. Maybe it's just a nesting type of thing they go through?

It is possible that since the other clown is not tank raised, he has probably been more stressed. This may cause him to take a little longer in acclimating to your tank. I wouldn't be too worried right now since it is so early. Many fish are very shy and lazy at first. Just give it time :D

Your pair of false percs - were they the only percs in the tank? You may have separated it from its mate - or - separated it from it's anemone. This would explain why it's hanging around the substrate in the same spot.
Don't worry - it should be ok in a few days
