Yes, as long as you purchased one of the dwarf feather dusters (I am assuming you don't want your tank dominated by a feather duster 10 inches in diameter 
). However, you will need to feed it yourself since your tank is too small to provide it with enough food. Feather dusters eat phytoplankton and other liquid organic foods. Hope this helps!
