Feather Dusters

I have noticed a bunch of little white dots all over the inside of my tank, and with a closer inspection i have found that they appear to be feather dusters of some kind.
the part that is connected to the tank is white and coils around in circles till it goes out and has a circular see through feather duster on the end of it.
What is the whole purpose of Feather dusters and how big wii they get?

Is this what you have on the glass? Their called Spirorbid Worms (Filter Feeders)
