i have had my rose for about two months who is hosted by a gold bar in my 18g nano w/ 65watts over it and he moved around at first but it seems like the tentacles are not extending fully while the rest of the tank seems to be doing well. too much food or not enough? waht is the proper feeding process for him, will my gold bar feed him during there normal feeding reg or is there somthing special i can give him?

You can feed him what you want, krill, mysis shrimp, silversides, anything meaty, but what he really wants is LIGHT. And I'm thinking that 65 watts isn't going to be enough for an RBTA in the long run, I'd love it in a year from now if you told me I was wrong.
Use a dedicated tank only turkey baster to feed him, just gently squeeze the food at his tentacles and he should grab it.
As time goes by and you see that your RBTA is loosing its color, then that would be a sign that he isn't getting enough light.
Just a few thoughts and opinions, hope you don't mind.

What color was he when you got him?
Watts per gallon? Well I do speak of it from time to time but when it comes to nano tanks you can just throw that rule out the window. But if you must know for BTA's its about 4+ watts per gallon, with RBTA's I usually say going better than 4+ watts per gallon, RBTA's tend to be more sensitive to water and lighting changes than regular BTA's.
Every situation is different and you can use metal halides on anemones and harder corals like, acroporas, clams, and other SPS type corals.

well if i callculate i have 3.6w per gallon and i plan to make a move to a 55 gallon w/ a halide when i move i a month but for now i have to stick with my 65w power compact, at least its got the correct atintic spectrum. The rose could do better but is doing well for its tank size plus he is rather small from the start about 1 1/2 inches around when fully out. The real reason why i got him is cause my clown was chomping and killing my daisy coral and boy did he take to the rose and hasnt left it since! Thats why i lova it.
