film on top of water

hi all,
I have a 67(imp) gal tank with a inbuilt filter with the flow upwards agitating the water along with 2 mj 900 power heads which one of them is also pointing upwards. i have 40kg of live rock and a prism protein(hangon) skimmer. the tank has finished cycling over amonth ago and i only have a yellow tank and 2 juvi clown fish. now the problem is if i look through the tank at the top of the water with the light on i can see a white film on top of the water. if i siphon it out with a jug it comes back within a few days. when i siphon it the water in the jug looks slightly cloudy with green floating bits in.
what exactly is it and how do i resolve the problem.

ok i do not know the metric system for starters but the film on the surface just aim a powerhead or two at the surface agitate the top and let the skimmer pick it all up for you, i as stated do not know how many gallons your tank is but it sounds small for a yellow tang...tobin

YOU NEED CURRENT AT THE TOP OF THE WATER THATS YOUR PROBLEM....THATS EASY TO FIX MOVE A POWERHEAD TO THE TOP OR JUST AIM IT...

Just built up proteins, will disapate in time and the pointing the powerhead will help and should removed in time via the protein skimmer.
