Filter media yesr or no?

I have just started a new 10 gallon nano but was wondering about the filtration. The aquarium kit I got came with a small HOB filter and I have been running that with the carbon filter media that that came with.
Question is, do I need this to be running, and if so, should I have the carbon in there?
I have about 10pounds sand, and about 20 pounds of LR. I also have powerhead in the tank.

I woul say NO just because from my knowlegde most people here run the carbon about once a month. I never run it in my 55 and every thing is doin great.

Ok, so would I still use the filter media? What I have is this cottony filter that I pour carbon into. Should I still use this filter and just leave out the carbon or should I remove it all together and just leave the HOB filter running for water flow?

If it was me I would remove it all but thats just me. I would keep the HOB there still because you can use it to create water current.
