Filter Question

I recently changed from a hang on filter to a Fluval canister. I have heard that you need to leave the out take tube out of the water a little bit so it trickles above the water (like a bio wheel) to let the gases escape is this true????

correct me if i am wrong guys and gals! but having it shoot water out over the top of the water will help keep currents going and makes it easier for the exchange of co2 and o2. but that may be loud and you may get salt creep from the splashing water. i would try to locate it so you dont get alot of splashing but creats a way like action that should help with the gas exchanges.
