Filter under an overflow

I am rearranging the plumbing in my tank and need to put a mechanical filter in my sump. For purposes of this post, assume no baffling or refugium.

1. How far above the bottom of the sump should the overflow pipe be?
2. What sort of filter bag, floss etc. should I put under the overflow?

You can have the pipe going into the water to help reduce the splashing sound. It doesn't have to go under far. I would use a filter sock for the water to drain into. Don't put anything in the overflow box itself because it can get clogged and reduce your drain rate.
