Congrat's on setting up a new tank

Sounds like you're doing a great job researching your set up first. As far as filtration, you'd be fine with the wet dry and protein skimmer you're planning.
However, if you haven't purchased your equipment yet, you may want to hold off. While a seaclone will skim, for "about" the same price you can probally find a much better quality skimmer in the classifieds on here or the various boards.
As for the rio return pump. They don't have the best reputation for quality. Its likely to be perfectly fine, but you may find a need to replace it 6 months down the road. If you can I'd look at some of the other pumps.
