there is a film on top of the water in my tank. anyone maybe know the problem,and or solution.

You need some kind of surface skimming, IE. a drain to a sump, or surface skimming attachment for a protein skimmer, or to your canister if you have one. Likewise, pointing a power head so it breaks the surface up can help, but it wont remove any of it. It will possibly allow your filtration to pick it up. What kind of filtration do you currently have?

Point a power head up or get something to skimm the junk off the surface...
