Finally Setting up A Quarintine... but how?

OKay, I've tried everything for my main tank to cure a stubborn case of ick... nothing has worked. I need a quarintine tank- and fast. How long should it cycle? Can I set one up for $65.00? What do I need? How do I clean PVC pipes to hide in? Do I need a hood? Could I use a 3.5 gallon tank for a 1.5 inch fish? How big should the tank be? What filtration?

that is exactly what i have (cos was $57). let it cycle if you can. if you are in extream emergency, set it up. I found that durning the chcling process in a 10ga tan with a mini peng and a 6" volitan in bad shape, I had to do a 25% water change daily just to keep parameters in check.
FYI....I could not save the lion, but let the tank cycle if at all possible.
