Fine dust?

All our fish are coated with what appears to be a very fine dust. Is this ICK or could it be something else?

What are the fish?
How old is the tank?
How long have the fish been in the tank?
What are the levels? (ammonia, nitrite, nitrate, pH, salinity, alkalinity, temperature)

Did this JUST show up and is it on ALL the fish?
