Fish eating cleaners

Upon inspection of my tank this morning I noticed that my Red Hawk had antenna's hanging out of his mouth.Then here came the Betta the same thing.Cleaner shrimp of 6 months was nowhere to be found.Are these fish known to eat these shrimp.I've always had cleaners with these particular fish,first time this has happened.

That is SWF's description of hawkfish. Marine bettas are carnivorous fish that will eat small fish and shrimp.
