Fishless reef tanks

Anyone have any experience with a fishless reef tank? Could it almost be classified as a coral quarantine or frag tank?
Are there any challenges to keeping a fishless reef?

Bacteria load may be an issue if not initially cycled. Also wonder if there is not a consistent amount of waste to maintain the bacteria load long term. It always seems most people keep at least one fish in a frag tank.
In the long term feeding the corals would bring in at least some waste to keep a bacteria load.
