Flaky Stuff On Top Of The Tank

Well I Set Up Ma Tank About 2 Weeks Ago And Now I Got Some Bio-Zyme With Other Bacteria ----,....Whne I Added The Bio-Zyme It Created This Layer Of Flaky ---- On Top I Thought It Would Mix In But Never Did And Its Still There Plus If You Read This Plz Go TO The Section ABout Equipment I Need Help With Ma 55 Acrylic Tank And Wat Skimmer It Needs!

What is probably wrong
1. too little current (need more pumps or stronger pump)
2. underfiltration

im pretty sure they return of ma filter n my power they make enough flow but wat do u mean when u say its underfilteration do u mean it like UNDER-CONSTRUCTION?

Point a powerhead towards the surface, just enough to make some ripples, that should break it up. Also underfiltration, as in not enough filtration.
