uv's are not necessary as neither are the "obvious filters", you need lights, adn what exactly depends on what exactly you intend to keep for inverts
you need something for water movement(powerheads)
and some type of filtration, but the best set up you can obtain is a dsb(deep sand bed) and a skimmer, lr can and does help too, but needing it also depends on what you intend to keep as well(in most cases it won't hurt but help) and yes a deep bed of sand as substrate and a skimmer is more than is needed, no 300$ filter or a uv is needed, uv's are over rated,a dn i have heard all the pitches, the fact is they kill too much stuff, espedially if you are having a reef, and i have also heard i never hed this or that either, but the truth be known, i have never even seen ick until recently and that was at my lfs, before that i could not evenidentify it for you, so i am not convinced having a uv does what everyone claims, but more coincidense(like i said i never had it either)
but one of the most improtant things you should look into is a quarentine tank, they are much more helpful than any one piece you coould buy for disease adn parasite control, and are very cheap to set up and keep
