Formalin Bath

I have my angel in a 10 gallon quarantine tank. He has had ick for about a week and a half. Sometimes it looks like it is gone and then the next day he is just covered with white dots. We are treating with copper but it is hard to find a reliable copper testing kit, Do you have a suggestion about that? a specific kind? We are using sea cure copper, but have some cupramine on the way. He is eating ok now, he wasn't so we gave him a fw bath. (I have read you are not a big fan of these), but it seemed to relieve something and after the fw bath the next day he was back to eating well. Are sg is about 1.015 we are slowly getting it down to 1.009. I read somewhere about a formalin bath in 37% formaldehyde but was having trouble finding a product like that. thought somebody here might know. Thank You.
Oh, by the way. no other fish has been exposed. We learned the hard way a few months ago about quarantine, when we lost all of our fish.
