French Angel with eye issue, need help.

I have a french Angel in a 180 FOWLR. The tank is cycled and the fish eats very well.
few days ago I noticed it's right eye was a little puffy, then it swelled up like popeye.

These two days, it is sticking out a lot and turned completely white.

I am not sure if it is popeye from injury. It is only on the right eye and the left eye is fine.

I read that it is most likely not bacteria infection if it's only one eye, but not sure.

The fish is still eating but does not swim as much as before.

Please help me to ID if it is popeye and what I should do.

Had a similar issue w my tang. It could be from hitting it on something in the tank. If so it will clear up in a day or so
