Freshwater dip, when to use?

I've done searches on freshwater dips but are unable to find out why they should be done. I know they work for ICH, but what else? My wrasse is sick, not with ICH, but with fin rot(i believe) would i be able to do an effective dip?

A freshwater dip would not effect fin rot,or torn fins.They are used for external parasites.The dip causes the parasites to die and fall off.
