The smaller frogfish species MIGHT be able to go in a 10 gallon tank, but only if you find a good way to deal with water quality (ie. - good skimmer, plumb to a larger tang, etc).
A condylactis anemone (any large anemone species, actually) is a poor choice for a tank that small. They will require much more stable parameters than you are likely able to provide.
Keeping a strong stinging anemone with a perching fish in such a small tank would also likely be bad news for the frogfish.

You could keep a smaller frog fish in this take but as said you need to have a premium filtration on it . Other wise your going to have a short lived frog . Nitrates will get out of hand quickly in such a small tank .
I would also skip the anemone nothing but trouble with your plans . it wll sting the fish and will just take up too much room in the tank .
