getting ick out of tank!!!!

my ? is if you get the ick out of your tank by not having fish for 4-6 weeks.people say fish can host ick but not show it right?i have read people saying the have not put fish in their tanks for a year or so but all the sudden have ick outbreaks!IS THIS TRUE?????????can your fish host ick but not show it or die from it unless stress!

its always been my thoughts that no matter what ick is always present in your system. when a fish gets stressed they are more inclined to show the signs of ick, or get ick.
