Do they all do the same thing?

I don't know what a buzzbar is, but there is a difference betwee a surge protector and a gfci
GFCI unit cuts electricity off when it detects stray electricity through the unit. Surge protectors prevent electrical surges from the energy company to your aquarium equipment.

BUZZBAR??????????
GFCI- you need, first thing that should be done if you know your putting in a fish tank. you need one within 6ft of any water source(IL code not sure of other states)
Surge protector- saves your stuff in case of a "surge"
you need both without your just risking a fire.
