Gluing together LR, removing sand questions.

I had previously just stacked my LR, but I am think I should be a bit more secure with my setup. I have seen products that are fish safe and claim to dry under water. Are these type of products any good? Are they truly safe? I don't want to take the whole structure out and risk death to good healthy LR.
Also I am planning to remove some of my sand as I think it deeper than a shallow bed, but too shallow to be a real dsb. I am planning on removing some and adding it to a nano I am about to start, as well as setting my rocks on the aquarium bottom rather than the sand. Is there a method I should use to remove sand without stiring up bad gasses or chemicals?

I'd love to know whether there are products that I can use to safetly bond rocks underwater. I received some softies the other day that are attached to live rock, and I've love to permanently attach them to my own live rocks if possible.
