good partner for trigger?

thinking about a lion, porc puffer, or an eel

well a 40 gal tank is 2 small for a humuhumunukunukuapuaa or a porcupine puffer also puffers and triggers dont usualy get along
and if you were to get a lion it would have to be some sort of dwarf even then the trigger might nip the lions fins. and i would defenitly reconsider keeping the trigger in a 40 gal

get yourself a snowflake eel and a bigger tank. In about 6 months your huma is gonna be bouncing off the walls get a 75 and save yourself the trouble.

also, I hope your "40 gallon" is not the 37-tall that is advertised as a 40 gallon (sold as an eclipse set...) the trigger will survive in there for little to no time, it does not have ANY room for swimming.
