Green algae and diatom !?>!>!?!?!

hey all well i guess i will start off with the basics. i have a 20h with a corallife pc 65 watt. 2 yes 2 cascade 200 HOB filter i run one with carbon and one without. 2 rio 90 powerhead one aim high to break up the water surface and the other with a modified tube down low to push water in several directions. one tetra heater 150 watts water stays between 76 and 78. about 15 pounds of LR 30 Lbs of live sand one false perc and one 5 inch SFE which is leaving this tank tomorrow and going to my 40 breeder. i had a horrible battle with ich in the beginning but now that is gone. my parms are
trate= 10ppm
trite=0
am= >.05
ph= 8.3
i have not tested for phos or alk.
i also have one green shroom and one clusters of zoos. i would say i have great flow and i use ro water for replacement. but i get a really nasty green algae slime all over my glass and i am having constant diatom outbreaks kind of getting on my nerves my lights run about 8 to 10 hours a day and the tank is about 2 to 3 months old. but when i started the tank i used my buddies filter which had been running for about 9 months with about 10 gal of salt water made up the other ten and got the cured lr from his tank. so i had avery small cycle. just curious what i am doing wrong to keep getting all these out breaks of green algae and diatoms. maybe i need to use a phos remover???

if you have ammonia you are still cycling. New rock, new fish, over feeding or dead guys? these will elevate ammonia. Do you have a cleanup crew? snails and hermits will help. start small though the cleanup crews are too big and will starve out.
