You could have poor water circulation. Algae love CO2. You could also be leaving your lights on for too long a period per day.

9 hours is not too long. Anywhere from 8-12 is acceptable.
However, your water flow is woefully inadequate for a reef tank. You need at least 1,100 gallons per hour flowing. Make sure you count anything that is moving water: skimmer, powerheads, filters, etc..

The algae is feeding on the nitrates and phosphates, this is why you can not detect them. Your algae problem stems from an excess amount of nutrients.
Some of the basic ways to control noisome algae are, less feedings( or change what your feeding) More water changes, more water movement and better filtration..
